Fifth Edition rules (2008) are here. These are the same as the 2000 version but better laid out.
jDip is available to download from this site.
The Diplomatic Pouch is a gold mine.
Avalon Hill published two gamer's guides. First edition is here and the second is here.

Will someone send me the rules. I keep getting a draw error when the PDF opens and some of the sections are blank.
